Iran blew up their mock up of a U.S. aircraft carrier

A couple questions:

Why would Iran waste money building something like this just to blow it up? Granted, it was probably just a cheap shell, but it still cost money. This was sank by two cruise missiles fired from 200 miles away. Not bad, BUT I would like to make a salient point:

Modern American war ships are built with hundreds of compartments, each of which have to be breached to sink it. You cannot just poke two holes in one and have it go down. It just is not that easy. Why waste time building a mock up if it does not replicate that feature of a real one, and then poke two holes in the mockup? That proves NOTHING.
